Zelienople council votes on zoning

Change made on Rt. 68 property

ZELIENOPLE — Borough council voted Monday night to approve an ordinance to revise its zoning regulations and to rezone property where a residential community is planned.

The ordinance changed the zoning for property on Route 68 owned by Glade Run Lutheran Services where it plans to construct Jeremiah Village, a $30 million autism-friendly community. Labeled Lutheran Children’s Home in the document, the property would be changed from a general residential district to an urban residential district.

Borough manager Don Pepe said he expects the organization to put in an application for the development in December and for borough council to act on it as early as January.

Many of the amendments to the borough’s zoning code are updates to correct language and inconsistencies, Pepe said.

It had previously updated the zoning code in 2007.

A couple of new provisions were added including a parking-in-lieu of fee option. It is an optional fee that allows new businesses to be approved with fewer than the minimum required parking spaces for employees and customers.

Businesses now can opt to pay $1,000 annually to the borough for each space below the minimum.

The money will be put in a fund for new public parking or for parking maintenance.

The ordinance also creates a provision that borough council must approve the demolition of any historically significant structure.

Also, council canceled its Dec. 29 meeting and scheduled a special meeting for 7:30 a.m. Dec. 15 at the borough building to vote on its budget.
