Penn Township finalizes budget with no tax increase

PENN TWP — The final 2025 township budget calls for no increase in property taxes.

The supervisors finalized the township’s budget for the 2025 fiscal year during its meeting Tuesday, Dec. 10. The new budget will keep the township’s general tax rate at 5.94 mills and its fire tax rate at 2.06 mills.

For 2025, the general fund budget calls for $2,609,272 in projected revenue against $2,115,250 in projected expenditures, making for a surplus of nearly half a million dollars.

According to township manager Linda Zerfoss, the largest component of the township’s revenue will come from earned income tax, as it usually does, while the largest township expenditures will come from road maintenance and salaries.

Indeed, the “public works” block takes up $638,864 of the expenditures sheet, while employer benefits takes up another $339,071.

“We don’t have any major purchases planned for next year,” Zerfoss said. “That could always change if something breaks.

Zerfoss also said no new grants are factored into the revenues for the 2025 budget. While the township has recently received major grants that have aided it in improving its infrastructure and parks, those came in 2024 or earlier.

These included a $446,706 Automated Red Light Enforcement grant from the state Department of Transportation to aid in replacing a traffic signal at the intersection of Route 8 and Airport Road, as well as a $704,484 grant from Butler County for a stormwater project on Dodds Road.

Zerfoss said Penn Township is working to write new grant applications.
