Zelie buys properties for parking lot

Grant money will be used

ZELIENOPLE — The borough is buying seven properties that it will use for a new parking lot.

Borough council voted Monday night to approve a resolution authorizing the borough to proceed with buying the land.

The parking lot will be at the corner of West New Castle Street and South Clay Street behind the Kaufman House and other Main Street businesses.

The costs of buying the land and building the lot will be paid for by a grant money awarded to the borough for its Main Street revitalization plans.

The estimated total cost for the properties is $883,500, according to the resolution.

The buildings, most of which are residential rentals, will eventually be torn down.

The time line and the cost of demolition and designing and paving the lot have yet to be determined, but the original plans called for a lot with 159 to 170 parking spaces.

The resolution states that the properties will be bought “in lieu of condemnation” which means they will be sold with the cooperation of the land owners and for a public purpose, solicitor Bonnie Brimmeier said.

Council member Gregg Semel said he has spoken with all of the property owners and has tentative agreements in place.

Semel hopes to have the agreements finalized and signed in 30 days.

The sales will be made final over the next six months so that landowners can give appropriate notice to tenants where necessary, he said.

The property owners were welcoming of the plans to revitalize Main Street, he said.

“They all support the project. There is a lot of enthusiasm,” Semel said.

The parking lot is one piece of the first phase of the Main Street project, which will end up costing about $5 million and will get under way this year.

The properties with the owners and proposed purchase prices are:

n 116 W. New Castle St., James Clarke, $197,000

n 120 W. New Castle St., Robert and Emmy Fisher, $220,000

n 106 S. Clay St., Greater Things LLC, $142,000

n 108 S. Clay St., Christopher Yohe, $97,500

n 112 S. Clay St., John and Sally Reinford, $126,000

n South Main Street parcel, no street address, Robert Householder, $39,000

n South Clay Street parcel, no street address, Roy Nesbitt, $62,000
