Ex-JROTC instructor dismissed

JACKSON TWP — The Seneca Valley School Board on Monday discharged former Junior ROTC instructor Kevin Johnson, who faces charges for allegedly sexually assaulting two male students.

The board did not discuss the matter before voting 8-0 to discharge Johnson.

He had been suspended without pay since Feb. 20, when he was removed and barred from the secondary campus.

Johnson, 50, of Portersville faces more than 50 charges including involuntary deviate sexual intercourse, sexual assault, corruption of minors, indecent exposure, making terroristic threats, intimidation of a witness and stalking in the case involving two juvenile male cadets between 2005 and January.

District solicitor Matt Hoffman said Johnson was not discharged sooner because the board only recently received police evidence required to proceed with a statement of charges.

Under Section 514 of the Public School Code any employee not covered by the union with an expectation of continued employment can only be discharged for certain reasons, Hoffman said.

Those reasons include inappropriate conduct, he said.

Johnson also had the right to a hearing with the school board, which he declined, Hoffman said.

Johnson was arraigned April 29 in Butler County Court. No trial date has been set.

The Seneca Valley JROTC program remains on probation through the U.S. Army for declining enrollment. About 45 students are enrolled this year.
