Tuesday A contractor was arrested for allegedly defrauding four homeowners in Slippery Rock Township, Lawrence County, between May and November 2008.Police said three customers paid 51-year-old Lloyd William Welsh of New Castle to install garage doors, but the work was never done.Welsh installed the doors for the fourth customer; however, he charged the homeowner "more money as (Welsh) spent some of the deposit on other things," a police report said.Welsh was arraigned on four counts of theft by deception, and placed in the Lawrence County Jail on $2,500 bail.
