East Butler man charged in fatal hit-and-run

An East Butler man was charged today in connection with a fatal hit-and-run accident in the city on Nov. 6.

Butler police have concluded that Patrick L. Duncan, 29, was driving the car when it hit Jayson Cramer, 21, of Butler on Nov. 6 while riding his bicycle along Zeigler Avenue.

Police used the results of breath tests. forensic evidence taken from the car and a state police accident reconstruction team's report in making their decision.

They had been unable to determine if the car's owner, Kirsten K. Frey, 26, of Butler, or Duncan was driving when the accident occurred.

Duncan is charged with homicide by vehicle while DUI, aggravated assault by vehicle while DUI, homicide by vehicle, accidents involving death or injury, accidents involving death or injury while unlicensed, criminal conspiracy, involuntary manslaughter and DUI.

Frey, who police determined was a passenger in the car, is charged with criminal conspiracy and three counts permitting a violation of title.

According to police, Cramer was riding his bicycle near his home on Zeigler Avenue when he was struck by a car, which then fled in the direction of Herman Road.

Police located the car abandoned on Protzman Road near Portman Road. The bicycle, having been dragged by the car for seven miles, was still wedged underneath it.

A passing driver reported seeing a man and a woman walking away from the car, and both suspects, later identified as Duncan and Frey, were located by police within 20 minutes.
