Doctor with county ties arrested for fraud

BUTLER TWP — A doctor arrested last week by the state Attorney General's office continues to be used by the Irene Stacy Community Health Center.

Andy Menchyk, Irene Stacy solicitor, said Monday the charges filed against Dr. Jopinda Pal Harika, 61, of Monroeville do not involve his work here.

“He continues to be associated with the facility,” Menchyk said.

He said Irene Stacy officials only became aware of the case Thursday through media reports.

“We have not had an opportunity to address it,” Menchyk said.

Harika is accused of practicing and writing prescriptions on a suspended license as a contractor at mental health facilities in Philadelphia and Berks counties.

Attorney General Kathleen Kane last week announced the arrest of Harika.

The Attorney General's Medicaid Fraud Control Section presented evidence to a state grand jury, which recommended charges against Harika, according to an attorney general's news release.

The grand jury found that Harika unlawfully prescribed controlled substances; billed the Medicaid program for psychiatric services when his license was suspended; failed to provide comprehensive assessment and treatment for patients with trauma and substance abuse histories; took illegible psychiatric and medication management notes; and overlapped session times for multiple services billed.

The alleged crimes were committed at three mental health agencies through which Harika was contracted in Philadelphia and Reading.

Harika is charged with one continuous count of Medicaid fraud, one continuous count of theft by deception, 32 counts of tampering with public records, 32 counts of delivery of a controlled substance, 32 counts of unlawful prescribing and one continuous count of criminal attempt to commit Medicaid Fraud.

The case will be prosecuted in Cumberland County, where the claims were processed.
