Man jailed on multiple theft counts
CRANBERRY TWP — A Beaver County man, who on Halloween allegedly assaulted a police officer and fled, was arrested on Thanksgiving after attempting to flee police a second time.
Robert R. Blume, 32, of Rochester was apprehended by Cranberry Township officers at 3:55 p.m. Thursday in the Cranberry Mall parking lot after officers chased him from Wal-Mart.
He faces charges stemming from two separate incidents in Cranberry Township. He also had a warrant out for his arrest from alleged thefts in Center Township, Beaver County.
On Oct. 31, Blume and William Duplaga of Aliquippa allegedly fled the Wal-Mart on Route 19 with $1,187 worth of video games and drove away in a Mazda SUV registered to Duplaga, according to the criminal complaint. Store security told police that there had been reports of white males stealing games and selling them at GameStop.
Following that tip, officer Edward Steinmetz went to Game Stop on Route 19 to ask about anyone selling games there. While in the store he spotted a man matching Blume’s description and attempted to place him under arrest. The man, who was later positively identified as Blume, allegedly resisted arrest by shoving, pushing and striking Steinmetz, including once in the face, according to the complaint. During the struggle, the men knocked over several displays and caused damage inside the store.
“At one point the momentum of Blume’s body and my body caused us to strike a storefront window in that corner of the store, causing the window to crack and spider from top to bottom,” Steinmetz wrote in the complaint.
As the two went out the front door, Steinmetz fell injuring his elbow and Blume was able to escape. The damage to GameStop was estimated at $750. A police Taser, valued at $600, also was damaged.
Officers confirmed that GameStop had bought the same games that were stolen from Wal-Mart for $232. The merchandise was returned to Wal-Mart, and arrest warrants were issued for Blume and Duplaga.
At 3 p.m. Thursday, officers were dispatched again to Wal-Mart where Blume allegedly attempted to return $237 worth of Christmas decorations that he had not paid for.
Officers allegedly spotted him fleeing the scene at a high rate of speed in a Toyota Prius with two other people inside.
The car then parked in the Grease Monkey parking lot, but Blume then allegedly fled on foot, across Freedom Road, before he was arrested in the parking lot outside the Michael’s store.
From the two Cranberry incidents, the charges against Blume include two counts of felony retail theft, felony aggravated assault — serious injury to police, felony criminal conspiracy, resisting arrest, fleeing or attempting to elude an officer, recklessly endangering another person, theft by deception, receiving stolen property and criminal mischief.
He also faces four counts of receiving stolen property filed by Center Township police from an alleged incident Oct. 18 in Beaver County.
He was arraigned Thursday by District Judge David Kovach who denied him bail on the grounds that he is charged with fleeing and eluding. He is in Butler County Prison. Blume has multiple previous convictions in Allegheny, Beaver and Butler counties. In May of this year, he pleaded guilty to misdemeanor retail theft and conspiracy charges filed by Cranberry Police in July of 2015 and was sentenced to 24 months probation.
