Philadelphia man faces drug charges following traffic stop

A drug felon from Philadelphia is accused of having more than 1,100 stamp bags containing a suspected opioid following a traffic stop last week in Butler, authorities said.

Quinzal S. Powell, 30, was arrested Thursday after the Pennsylvania Attorney General's Bureau of Narcotics Investigations obtained a sealed search warrant from a Butler County Court judge. The warrant was for his Nissan Altima, investigators said.

Authorities spotted the defendant driving the car north on Route 8 into Butler County and subsequently onto Hansen Avenue. He was pulled over on Renaissance Drive in Butler, charging documents said.

Powell, who was alone in the vehicle, was taken to the Butler police station.

A search of the car, according to state narcotics agent Douglas Brink's affidavit, turned up two knotted baggies with a combined 23 bricks — or about 1,150 glassine bags — of suspected fentanyl.

A “brick” is a common street term for a group of 50 glassine bags containing opiates, such as fentanyl or heroin.

District Judge Lewis Stoughton arraigned Powell on a felony charge of possession with intent to deliver a controlled substance and a misdemeanor charge of possession of a controlled substance.

He is free on $100,000 bail. A preliminary hearing is set Nov. 2. It was not known if Powell has an attorney, and he could not be reached for comment.

Court records showed the defendant has two prior felony drug convictions in Montgomery and Philadelphia counties, in 2016 and 2012, respectively.
