here.An arrest warrant has been issued for a man state police claim killed David Hines in Muddy Creek Township last week.Police filed a single charge of criminal homicide, a first-degree felony, on Thursday against Paris E. Carter, 22, of Downingtown.On May 17, police were called to a gravel pull-off area near 318 Portersville Road in Muddy Creek Township, where a passerby found a person bloody and unresponsive in the front-passenger seat of an SUV stopped in that area.The person has since been identified as Hines, 38, of New Castle, and he was pronounced dead at the scene.According to charging documents, there were two other men in the vehicle at the time of the shooting, but it is believed Carter pulled the trigger, after an argument between himself and Hines.“Further examination of Hines later determined he sustained a single gunshot wound to the left side of his head,” police said. “Two 9 mm shell casings were located in the rear of the vehicle.”
