Seven Fields man accused of making threats charged with felony

Police said neighbors were threatened

A Seven Fields man was arrested and charged after police said he continued to harass his neighbor by making death threats.

Evans City Seven Fields Regional Police filed charges Monday against Jerome E. Mulligan, 40, including felony retaliation against a victim and misdemeanor counts of terroristic threats, harassment and disorderly conduct.

Following his arrest and arraignment, Mulligan initially was issued a $15,000 bond, which has since been changed to a nonmonetary bond with conditions that he have no further contact with the neighbor.

Butler County 911 dispatchers sent officers to Mulligan’s home shortly after noon Saturday, after a neighbor called to report being threatened by him.

According to charging documents, the neighbor’s home security cameras captured the encounter. Police said Mulligan stepped out of his home and yelled at the neighbor, initially claiming the neighbor was shining lasers into his home. Police said the claim was false.

Police said Mulligan continued to talk about making a phone call.

Police said the neighbor was on the receiving end of earlier threats, which also resulted in criminal charges. The case was referenced in the Butler Eagle’s police reports published Monday.

The same police department filed charges May 10 against Mulligan, including misdemeanor counts of disorderly conduct, harassment and terroristic threats stemming from a May 8 incident.

According to charging documents, the same neighbor told officers he was sitting on his porch when Mulligan approached and threatened him.

“He stated Jerome Mulligan then told him that he ‘had five days to move out, or I will kill you and your whole family,’” police said.

Police said they had received many reports in the past about Mulligan’s behavior toward multiple neighbors, and when they talked to him, he claimed he had not yelled at anyone in particular. He said he was yelling into the sky because he saw a green laser dot on his front porch.

“I asked Jerome Mulligan what he though that laser was and he stated he believed it was a laser sight that was attached to a firearm,” police said. “His wife also stated she saw the laser dot.”

Police left the scene at 9:58 p.m., advising Mulligan to have no further contact with the neighbor, but they were called back at 10:04 p.m. Police said multiple neighbors who witnessed Mulligan’s first set of threats that day saw Mulligan walk up to them shortly after the police pulled away.

“He was walking on the sidewalk and told the individuals he would ‘be making a call to have you taken care of,’” police said.

Police said they were not able to locate Mulligan after the second incident May 8.

For the felony case, Mulligan is expected to appear June 3 for a preliminary hearing, and for the May 8 case, he is scheduled to appear July 8 for a preliminary hearing, both before District Judge Kevin Flaherty.
