Butler man sentenced for corruption of minors

A Butler man, who was found to be a sexually violent predator under Megan’s Law, was sentenced Tuesday, Aug. 30, to house arrest and probation after pleading no contest to felony charges police filed against him for abusing a young girl between 2014 and 2018.

Garrett Ashley Luttrell, 38, was sentenced in Butler County Common Pleas Court to serve concurrent 6- to 12-month terms in prison, but was paroled to serve the balance of the minimum term on house arrest followed by concurrent 24-month terms on probation. His sentence included two $1,000 fines. He was given credit for time he already served in jail from May 1 to June 18 in 2018. He was released from jail after posting $100,000 bail.

Luttrell pleaded no contest to charges of corruption of minors and endangering the welfare of children in a plea agreement.

Judge Kelley Streib, who found Luttrell to be a sexually violent predator following a hearing in March, ordered the sentence after accepting the plea agreement.

Police initially filed 470 charges against Luttrell, including felony charges of statutory sexual assault, involuntary deviate sexual intercourse, aggravated indecent assault and corruption of minors. Those charges were consolidated into the two current charges in 2018.

Luttrell sexually abused the girl between June 21, 2014, and April 13, 2018. The victim was about 11 years old when the abuse began, police said.

In addition to his sentence, Luttrell was ordered to register with state police for the rest of his life and report to police quarterly due to his designation as a sexually violent predator.

He will have to report his address, employment, vehicles and other personal information, and submit to fingerprinting, photographs and providing a DNA sample. He was ordered to avoid events and activities where juveniles are present.

At the hearing in March, Julia Lindemuth, a member of the Pennsylvania Sexual Offender Assessment Board, testified that she found Luttrell to be a sexually violent predator who has a mental abnormality called paraphilia after reviewing charging documents, interviewing him and assessing other information.

The Merriam-Webster Dictionary defines paraphilia as a pattern of recurring sexually arousing mental imagery or behavior that involves unusual and especially socially unacceptable sexual practices.

Streib issued an order in May finding Luttrell to be a sexually violent predator, and upheld that ruling in June after his attorney filed a motion for reconsideration.
