Former Cranberry Township man sentenced in sexual assault case

A former Cranberry Township man who is serving a 100-year federal prison sentence after pleading guilty to sexually exploiting two boys at his Chester County home in 2017 was sentenced Friday in Butler County to serve six to 18 months in state prison after he pleaded guilty to assaulting two boys in Cranberry nearly 20 years ago.

Robert Dean Caesar, 60, of Oxford, Chester County, pleaded guilty to two misdemeanor charges of indecent assault filed by Cranberry Township police in 2018 for offenses that occurred in 2004, and was sentenced to serve two consecutive three-to-nine-month state prison sentences. Common Pleas Court Judge Kelley Streib ordered the sentence. Caesar participated in the hearing by video from state prison in Rockview, Somerset County.

Township police charged Caesar with involuntary deviate sexual assault of a person less than 16 years old, indecent assault of a person under 16 years old, indecent assault of a person less than 13 years old, possession of an instrument of crime and two counts of corruption of minors stemming from incidents that took place between May 1, 2004, and July 1, 2005. The victims were two boys, ages 9 and 14.

According to court records, one victim said Caesar invited him into his basement, where he asked the victim to model underwear and bathing suits, so he could take digital images. A search of his computer found “numerous searches for young boys and teen boy's underwear, both new and used” as well as visits to pornographic websites, where he searched for videos of young men and boys engaging in sexual acts.

At a trial in Chester County Common Pleas Court in August 2020, Caesar was found guilty of numerous sexual assault, corruption and endangerment charges involving minors filed in two cases by state police. He was sentenced to 22 to 74 years in prison and found to be a sexually violent predator under Megan’s Law.

A spokesperson for the U.S. Attorney’s office in Philadelphia and Chester County Assistant District Attorney Eric O’Brien, who prosecuted Caesar, said Caesar will probably serve the sentence he received in Chester County court before the federal sentence because he was in custody and tried in Chester County before he was in federal custody.

The U.S. Attorney’s office spokesperson said the state Department of Corrections and Federal Bureau of Prisons will decide which sentence he serves first.

Butler County District Attorney Richard Goldinger said the federal sentence would most likely precede the sentence Caesar received in Butler County.

In October this year, the U.S. Attorney’s office in Philadelphia announced that Caesar was sentenced to 100 years in prison for multiple child exploitation offenses including producing, transmitting, and collecting child pornography.

According to the U.S. Attorney’s office, Caesar pleaded guilty to those child pornography charges in April 2022.

According to his 2018 indictment, Caesar hired two brothers who were 14 and 15 years old in 2017 to perform yard work and other odd jobs at his home. He sexually abused both boys on numerous occasions, and used a cellphone to take sexually explicit photos of one of them. After the boys disclosed the abuse, a search warrant executed at the defendant’s residence revealed a massive collection of child pornography, amounting to tens of thousands of images and videos, as well as the sexually explicit images he produced of his minor victim during the abuse.
