Former Mars superintendent to lead Blackhawk during ethics scandal
William Pettigrew, former Mars Area School District superintendent, will serve as the acting superintendent for the Blackhawk School District after the school board voted to suspend the current superintendent.
The Beaver County school district suspended Robert Postupac after the Pennsylvania State Ethics Commission found him and Mark Scappe, a longtime Moon Area School director, in violation of the Pennsylvania Ethics Act.
The commission said the pair agreed to use their respective positions to hire each other’s children in their respective school districts. The Blackhawk school board also moved forward with the process that could lead to Postupac’s termination.
Pettigrew served as the superintendent of the Mars district for 26 years, as well as on the school board, before choosing not to run for school board reelection in 2019. He served as the acting superintendent for the Butler Area School District after the resignation of Dale Lumley in 2017.
