Evans City man accused of stealing medication, pushing trooper

An Evans City man is accused by state police of taking medication from a person in his care and shoving a trooper, according to documents filed Tuesday, Oct. 10.

Michael A. Harter, 53, was charged in two incidents that took place Friday in Forward Township. He first was charged with endangering a care-dependent person and theft, then felony aggravated assault and misdemeanors simple assault and terroristic threats.

Police said they responded to a residence on Buhl Road after an older woman reported she was being deprived of proper care.

The woman said Harter is her caretaker, and told police he was unable to care for her because he was intoxicated.

Harter refused to assist the woman in the bathroom and deprived her of oxycodone hydrochloride pills worth $150, according to police.

The woman also told police that Harter expressed that he “wishes she would die.”

Troopers said Harter showed signs of impairment, and an empty prescription bottle was found at the scene. Responding troopers also reported they heard Harter make the statement.

Harter agreed to leave the residence following the incident, according to police, and waited on a chair for troopers. As one trooper approached, Harter stood abruptly, grabbed a trooper’s shirt and shoved him into a wall. Another trooper was able to restrain Harter, police said.

Documents claim Harter also kicked a sign when leaving the residence.

Harter was taken to the state police barracks in Butler Township, where he was handcuffed to a bench by his arm and his ankle, police said.

When a trooper approached Harter to place a transport belt on him, police said, he tried to grab the belt and said “I will beat you with that” to the trooper.

Harter also spit and expressed anger while attached to the bench, police said.

His preliminary hearing before District Judge Amy Marcinkiewicz is scheduled Oct. 17.
