Harrisville reconsiders council member

A former Harrisville Borough Council member will not be taking up a seat following a decision made at Monday’s meeting, council president Kathy Bray said.

A previous 4-2 vote to appoint former council member Will McCoy to the council was reversed, Bray said, when she changed her vote.

In April, Bray voted in favor of McCoy’s appointment to council. Wednesday Bray said she reconsidered her vote after hearing residents’ concerns.

“I was not aware of these concerns,” she said. “I was a new person on council.”

She said the 4-2 vote changed to 3-3 Monday, requiring the mayor to break the tie. Mayor Gary Hughes voted against McCoy’s appointment, leading to reversal of the decision.

McCoy did not respond to a request for comment Thursday to share his thoughts on the matter. McCoy, who was previously chairman of the budget committee, served on council last year.

In the initial vote, councilmen Gary Wray, Dave Evans and John McFadden had voted in support of his appointment. Council members Mary Ann Hughes and April Anshultz voted against McCoy’s appointment at that time.

With McCoy, council would have numbered seven members. At present, one seat remains with six residents on council. The most recent member is Anshultz, who was unanimously approved to fill a council vacancy last month.

Borough council previously discussed the possibility of reducing the number of council members from seven to five, but no decision has been made. According to the Pennsylvania State Association of Boroughs, 5% of registered voters must sign a petition for the reduction of council seats.

On Monday council also approved the hiring of Gallagher Law Group in Butler for solicitor services.
