Allegheny-Clarion Valley passes budget with tax increase

School board directors in the Allegheny-Clarion Valley School District approved the final 2024-25 budget at a meeting Thursday, June 20, raising millage rates in three of the district’s four counties.

A-C Valley’s $18.8 million budget was passed last week with no deficit and $19.1 million in revenues. Among the district’s top expenses are cybertuition costs, according to business manager Andrea Stewart.

Per the budget, residents in Butler County will see taxes increase by 15.5% to 92.2500 mills.

District residents in Armstrong and Venango counties will see tax increases of 2.7% and 10.2%, respectively, while district residents in Clarion County will see a tax decrease of 3.59%.

The projected tax revenue will amount to about $3,543,808, according to the budget.

Being a multicounty school district, A-C Valley “is subject to state rebalancing with taxes,” Stewart said.

The different shares of taxes are determined by the State Tax Equalization Board. The taxes are calculated based on the assessed value of properties in each county, which varies.

The finalized 2024-25 budget is available to view on the district’s website.

A-C Valley tax rates from school years 2023-24 to 2024-25

Butler County: 79.9 mills to 92.25 mills

Armstrong County: 33.42 mills to 34.32 mills

Venango County: 14.88 mills to 16.4 mills

Clarion County: 53.6 mills to 51.67 mills
