Cyclist cited following Butler Township crash between electric bike, state police vehicle

A cyclist was cited following a Wednesday, July 10, crash between a state police vehicle and an electric bike, police said Friday.

Donald Quinn, 54, of Martinsburg, W.Va., received a citation after his bicycle was struck by a Dodge Charger driven by Trooper Phillip Treadway, 36, of Butler, in the crash, which was reported around 10 p.m. near the intersection of New Castle Road and Hansen Avenue in Butler Township.

Quinn was taken to UPMC Presbyterian by Butler Ambulance Service with a suspected serious injury, according to the crash report by police. When police arrived on scene they requested a medical helicopter, but due to windy conditions, the helicopter was not able to respond, dispatch said.

Quinn was cited with driving on the right side of the road. State code indicates that on all roads of “sufficient width,” a vehicle must be driven on the right half of the road with some exceptions. Further, the law notes any vehicle proceeding at less than the normal speed of traffic “at the time and place and under the conditions” must be driven in the right-hand lane, or as close as practicable to the right-hand curb or edge of the road — again with some exceptions.

According to the crash report, released Friday by state police, Quinn was traveling west on New Castle Road on his electric bicycle when Treadway, also traveling west in his Dodge Charger police vehicle, struck Quinn’s rear tire with his bumper.

Quinn was thrown onto Treadway’s windshield and rolled into the right westbound travel lane, police said.

The crash report indicated that Quinn was wearing a helmet at the time of the crash, but did not have illuminated lights projecting from the front or rear of his electric bicycle during rainy conditions of that night.

Treadway was wearing a seat belt at the time of the crash, according to police, and was not transported for any injuries.

At this time, there has been no further update on Quinn’s condition from the crash.

Both vehicles were towed from the scene by Malinski’s Towing.
