City property rental ordinance in final stages

The Butler City Council is expected to vote on a resolution later this month to adopt an ordinance that would repeal a chapter of the city’s code regarding rental occupancy and replace it with a new chapter approved in April.

The new property rental ordinance requires landlords to report the conditions of non-owner-occupied residential spaces to the city of Butler before they are occupied by tenants.

This means no tenant can occupy a property unless the landlord fills out a Rental Occupancy Report and a Property Condition Form and files them both with the city within 10 days of the tenant moving in.

City Councilman Don Shearer, who is also the director of finance, said at the council meeting Thursday that he intends to hold further meetings with local landlords to work out how the new ordinance will be implemented. The meeting also will involve Butler fire Chief Chris Switala and the city treasurer’s office.

“Basically all of the stakeholders and departments will be there so they can communicate how this is going to go and how we get this thing off and running,” Shearer said. “After this meeting, the hope is that we will have a second one.”

The new guidelines will officially go into effect at the start of 2025.
