Sienna Village developer withdraws land development plans

The developers of the under-construction Sienna Village residential development in Middlesex Township withdrew the revised version of their land development plan for one parcel during the township supervisors meeting on Wednesday evening, Aug. 21.

According to township manager Jeffrey Winkle, lead developer Frank Kelly was informed during the meeting the plan was going to be denied, as it did not meet the township code “for a number of reasons.” As such, Kelly told the board he would withdraw his application rather than watch it be denied.

“At that moment he decided that, instead of having a denial on the record, he would withdraw his application,” Winkle said.

The parcel in question is 17.884 acres on the east side of Weatherburn Road.

The Sienna Village developers had their original land development plan for this parcel — dubbed B1 — approved in March 2021, but opted to revise their original plan and resubmit it. This resubmitted plan was accepted in October 2022, but the developers chose to revise the plan for a third time and resubmit it yet again.

According to the agenda, the most recent revisions called for eliminating an entrance/exit onto Route 228, relocating one building, adding another building, and moving a driveway.

Although the third time was not the charm, Winkle said the developers can still build using the original plan or the first set of revisions, each of which has been approved. In fact, some construction has gone on at the site.

“They've been doing grading work,” Winkle said. “They have a grading permit. They've been grading the site for a number of months.”

The remainder of Sienna Village’s property is the “B2” parcel on the west side of Weatherburn Road, which takes up just under 20 acres. According to Winkle, no work is taking place on this parcel.
