Butler trooper recognized by state police

Pennsylvania state trooper Joshua Osche

State Trooper Joshua Osche, of Troop D, received the Commendation Medal from the Pennsylvania State Police on Thursday, Aug. 29, as the group hosted its annual department awards ceremony at LCBC Manheim to recognize dedicated personnel.

Osche assisted a disabled motorist while off-duty last August and was struck by a vehicle. Blair Johnson, a witness who dragged Osche to safety until emergency services arrived, received the Outstanding Citizenship Award for his actions.

Other honorees included Lt. James Wagner, of Troop G, Bedford, who was injured by a gunman who opened fire at the Lewistown Station before fatally shooting Trooper Jacques F. “Jay” Rougeau on June 17, 2023. Wagner received the Pennsylvania State Police Purple Heart and Trooper of the Year Award for risking his life to stop the Mifflintown gunman.

Five people traveling in the area where he was shot received the Outstanding Citizenship Award for administering first aid until EMS arrived.

Police communications operator Amy Torres received the PCO of the Year Award for providing instant updates and support for responding members. She fielded calls from both PSP and the public to keep everyone informed.

Other award recipients included trooper Logan C. Spiece, Troop F, Milton; motor carrier enforcement supervisor Mitchell J. Scalia; bureau administrative manager Shana M. Skiles, Bureau of Criminal Investigation; and Lt. Matthew J. Bonin, Bureau of Criminal Investigation.
