Clay Township man charged with corruption of minors
A Clay Township man was arrested on Friday, Sept. 27, after a foster child accused him of sex abuse.
Cecil W. Hallin, 32, was charged with indecent assault of a person less than 13 years of age, corruption of minors, endangering the welfare of children and indecent exposure. The first three of those are third-degree felonies.
The crimes Hallin is accused of allegedly occurred while he took care of a foster child between Dec. 28, 2023, and May 23, 2024. The child detailed the alleged abuse in a forensic interview conducted by the Children’s Advocacy Center of Lawrence County on June 13.
During the interview, the child accused Hallin of committing multiple depraved acts, including forcing the child to watch pornography and teaching him to masturbate.
The child also accused Hallin of committing multiple physical acts of sexual assault, including kissing him without his consent.
Pennsylvania State Police first became aware of the issue in a ChildLine report on May 23, which came after the child told his mother about the alleged acts of abuse.
No date has been set for Hallin’s preliminary hearing.
