Judge strengthens no contact order in Clay Township man’s indecent assault case

CHICORA — District Judge Lewis Stoughton on Tuesday, Oct. 15, expanded a no contact order for a Clay Township man accused of indecent assault of a child.

Cecil W. Hallin, 42, is charged with indecent assault of a person less than 13 years of age, corruption of minors, endangering the welfare of children and indecent exposure after a foster child accused him of sex abuse. The first three of those charges are third-degree felonies.

Hallin was released Oct. 2 on $10,000 bail with non-monetary conditions of electronic monitoring and a no contact order restricting him from contact with the victim.

In the Tuesday hearing, assistant district attorney Laura Pitchford requested that the order be expanded to include all minors.

Stoughton issued the order over objections from Hallin’s defense attorney, Dachan J. Furnace, of M.L. Martin Law, of Pittsburgh.

Hallin is accused of crimes that allegedly occurred while he took care of a foster child between Dec. 28, 2023, and May 23, 2024. The child detailed the alleged abuse in a forensic interview conducted by the Children’s Advocacy Center of Lawrence County on June 13.

Hallin’s preliminary hearing was continued until Nov. 19.
