Cranberry Township Supervisors are in the process of planning for an estimated $37 million capital improvement to the Brush Creek Sewage Treatment Plant located just off Powell Road.

As one of the main treatment plants in Butler County, the Brush Creek facility covers all of Cranberry Township, as well as select portions of Pine and Marshall townships in Allegheny County and New Sewickley township in Beaver County.

Cranberry and Marshall townships are locked into an intermunicipal service agreement. Any time Cranberry initiates capital improvements to the facility, the Marshall Township Municipal Sanitary Authority is obligated to pay for its share of those projects. Typically, that authority pays through a negotiated rate over time but has offered to pay a lump sum amount this time because of the size of this project.

“They generally pay through their rates,” Cranberry Township manager Dan Santoro said. “But in this instance, because it’s such a large capital improvement, and their percentage is something like 16 or 17%, they want to pay for it up-front during the construction.”

Marshall Township’s sanitary authority will be in line to pay about $6,380,532 for this project.

“It’s great for us and for them,” Santoro said. “It works in both cases.”

Supervisors will consider that capital payment agreement at a meeting Thursday. According to Santoro, that agreement is expected to be approved.
