Center Twp contemplates future land development, will not purchase portion of Clearview Mall property

CENTER TWP — Center Township’s board of supervisors is eyeing several future land developments, though it will not be purchasing land from the Clearview Mall anytime soon.

Chairman Philip Wulff said at the board’s April 9 meeting he approached the owners of the mall about the possibility of buying roughly three acres on a corner lot of the property, behind Giant Eagle, for potential future use — such as a hypothetical future township building.

He said the mall’s previous owners had sold them the land the township built its current building on, at 150 Hendricks Road.

However, the mall is operating under new ownership. An investment group based in Florida, 4th Dimension Properties, took control of the mall in Feburary 2024. Wulff said he was told their investors “don’t like giving stuff away.”

The group gave Wullf a price tag of $72,500 per acre for the property. Wulff said the property is not something the board needs right now, though he said it believed $50,000 per acre was a fair price. By this point, the board’s solicitor said they could discuss details during executive session.

Elsewhere, the board conditionally approved a new housing subdivision at 313 Holyoke Road. Great Living LLC, of Butler, is proposing to develop just over five acres of land.

Robert Beining of Sheffler & Company, a civil engineering and surveying company, told the board the property is an existing lot with a single residency.

The proposed plan would subdivide the lot into eight separate lots, with the existing residents to remain on a single lot of the land.

Beining said the proposed development is adding 278 feet of cartway with a cul-de-sac. He said any increase in storm water runoff will be controlled by a storm water detention facility, which will discharge in an easement across the property.

The approval is contingent on the development plan being granted a national pollutant discharge elimination system permit from the state.

David Heath, Center Township’s engineer, said the board had received several comments from people who reviewed the proposal, but there were no outstanding problems.

Additionally, the board authorized advertising a conditional use hearing for two separate buildings in a residential area near Stoughton Acres to become an Airbnb.
