Butler Township Police say a Butler man’s tattoo matches those depicted in sexual images sent to a teen.

Steven A. Fulmer, 28, was arraigned Thursday before District Judge Amy Marcinkiewicz on charges including two felony counts of unlawful contact with a minor and two misdemeanor counts of harassment.

“The tattoo on Steven’s right wrist matches the tattoo in the pictures on a 14-year-old juvenile female’s phone,” police said in the affidavit.

Fulmer was placed in the Butler County Prison, where he remains in lieu of $100,000 bond.

Police said they began investigating Aug. 4, which led them to the 14-year-old girl’s home.

Both the girl and her guardians gave police permission to search the girl’s phone, which revealed photographs of a male exposing himself through Facebook Messenger.

“In the images, the male had a tattoo of what appeared to be a heart in the middle of a set of lines on his right wrist,” police said.

Police said they enlisted Fulmer’s probation officer to help log his tattoos, which yielded the match.

According to the Pennsylvania Megan’s Law website, Fulmer is not a registered sex offender, but court records show he does have a criminal history involving children.

In 2016, Fulmer was sentenced to serve 11 to 23 months in jail followed by two years of probation, after he pleaded guilty to felony child endangerment and misdemeanor reckless endangerment.

According to those charging documents, he was accused of inappropriately touching an 11-year-old girl in 2014.

Fulmer was arrested again in 2020 and later pleaded guilty to misdemeanor simple assault, related to an incident in which he was accused of punching a woman while she was holding a newborn child.

In October 2020, he was sentenced to one year of probation, but its start was delayed due to him being on parole at the time.

Regarding the case filed Thursday, Fulmer is scheduled to appear Thursday before District Judge Kevin O’Donnell.
