Day care employee charged with not reporting suspected child abuse

A Butler woman has been charged with failing to report child abuse that she allegedly witnessed another day care employee commit.

State police charged Megan E. Anthony, 25, with four felony counts of person to report suspected child abuse, alleging she saw former employee Taylor E. Titley, 30, of Lyndora, abuse children at Sheryl Buffington’s Daycare and Preschool Palace in Center Township.

According to an affidavit attached to charges that were filed Monday, Oct. 21, police investigated a ChildLine report about a 6-month-old boy who suffered a fracture to his right arm on June 13, 2023, while he was at the center while Titley was assigned to work in the infant care room.

Former and current employees told police that Titley’s full-time assignment was the infant care room, and three other children were identified as victims. The boys are ages 2 years, 11 months and 10 months, according to the affidavit.

Anthony was identified as an employee who witnessed Titley’s actions and agreed to be interviewed June 29. She told police Titley was getting frustrated on June 13 because two children, including the 6-month-old, were crying and acting fussy. In the afternoon, Anthony became concerned about loud crying in the room and walked over to check on Titley. She told police Titley appeared to be frustrated, and the boy was on the ground, but not moving either arm, according to the affidavit.

She went on to tell police that she worked with Titley for three or four months in the infant care room and saw her forcefully throw young children 3 or 4 feet down onto sleeping bags on the floor three to five times. She identified the 6-month-old boy and three other children involved, according to the affidavit.

Anthony also told police she witnessed Titley grab the young children by one arm and pull them back on to their sleeping bags if they crawled away.

She was charged with not reporting suspected child abuse involving Titley and four young children, police said.

Titley was charged in September 2023 with 20 charges including aggravated assault and endangering the welfare of children. Her case is pending in Butler County Common Pleas Court.

The day care center declined to comment.
