Evans City woman charged with elder abuse, acquiring controlled substances

Charges have been filed against a former employee of The Grove at Harmony personal care facility in Harmony, who is accused of stealing medication from the facility and falsifying medical charts.

Rebecca Jo McCartney, 57, of Evans City, has been charged with two counts of acquiring or obtaining possession of controlled substances by misrepresentation, three counts of furnishing false or fraudulent information and three counts of abuse of a care-dependent person. The first offense is a felony.

Police first became involved Oct. 23 when they received a theft complaint from the facility. Six days earlier, an 85-year-old female resident reported she hadn’t received her regular morning dose of Percocet to control pain, even though McCartney’s chart indicated she had.

An investigation found a discrepancy between the medication McCartney reported giving the resident and what she’d actually given her. The facility later became aware of two other residents for whom McCartney had similarly failed to dispense medication properly.

McCartney was fired Oct. 22 as a result of these infractions and for violating a last-chance agreement she’d signed two months earlier. According to the police affidavit, these infractions spanned from May 2023 to October 2024.

After McCartney’s termination, state police reviewed documentation from the facility and determined she had repeatedly pulled controlled substances such as oxycodone, hydrocodone and fentanyl out of a medication dispensing cabinet which were not prescribed for residents as she claimed.
