Police Reports
The following items were collected from various police departments and district courts:
Jan. 15 — Tracy L. Powers, 54, of East Butler, was charged with felony theft and unauthorized device access. Police said Powers charged approximately $5,000 to a Mastercard benefits card without permission between Sept. 1, 2023, and Oct. 10, 2024.
Jan. 15 — Dustin Elwin Lawrence, 45, of Chicora, was charged with misdemeanor identity theft and possessing criminal instruments on Jan. 2 at NexTier Bank in Chicora. Police said Lawrence attempted to use a fake driver’s license. Lawrence was gone when police arrived and has warrants in Pennsylvania and Maine.
Jan. 16 — David Lance Bachman, 65, of Lancaster Township, was charged with misdemeanor DUI related to a Dec. 16, 2023, traffic stop on Interstate 79. Police said Bachman was unable to perform field sobriety tests due to recent injury and was evaluated by EMS. A later breath test showed his blood alcohol content was 0.231%. The legal limit in Pennsylvania is 0.08%.
Jan. 17 — Ciera Lynn Siegworth, 25, of Adams Township, was charged with misdemeanor possession of drug paraphernalia and driving while suspended after a traffic stop Jan. 1 at GetGo on Route 228 in Cranberry Township. Police saw Siegworth and her passenger switch seats before the officer approached, and they pulled 24 drug paraphernalia items from the car and her person.
Jan. 21 — Joshua James Kostic, 28, of Evans City, was charged with misdemeanor simple assault. Police responded Jan. 19 to an active domestic incident involving Kostic and a girl. A witness told police the two had been arguing, and Kostic would not allow the girl to leave the apartment and struck her in the mouth. Police observed a cut on the right side of her lip.
Jan. 21 — Cole Michael Bergbigler, 26, of Butler, was charged with two counts of misdemeanor DUI related to a Dec. 8 traffic stop at 7-Eleven at 400 W. Jefferson St. Police said a breath test showed his blood alcohol content was 0.149%. The legal limit in Pennsylvania is 0.08%.
Jan. 16 — Isaiah Billotte, 30, of Lancaster Township, was charged with two counts of misdemeanor theft and one count of misdemeanor possession of stolen property in connection with a Dec. 6 incident. Police said payroll company ADP mistakenly deposited $933.63 in Billotte’s account. Police said attempts to rescind the funds failed, and Flash Delivery Service is requesting the deposited amount in restitution.
Jan. 17 — Michael Julian Rossi, 34, of Saxonburg, was charged with felony theft, possession of stolen property and unauthorized device access related to purchases made between December 2023 and January 2024. Police said Rossi made several purchases totaling $4,908.92 with his former employer’s credit card. Rossi’s Giant Eagle advantage card was used in conjunction with one of the purchases. Police said all messages to Rossi have been unanswered.
