2 arrested after raid at massage business

Cran. police conducted undercover operations

CRANBERRY TWP — Cranberry Township police have made two arrests in their two-month investigation into Ailian Chen Chinese Foot Massage, which included stakeouts and undercover infiltration culminating in a raid on the establishment Wednesday afternoon.

Police arrested Di Xu, 41, and Jing Wang, 45, on Wednesday for their involvement in corrupt organizations, promoting prostitution and possessing instruments of a crime.

The women are currently in police custody with bail set at $250,000.

The investigation of the Dutilh Road establishment began in early June.

Arresting officer Sgt. Matthew Irvin first began looking into the parlor after receiving numerous complaints and observing suspicious behavior at and around the establishment.

“I have personally observed at least about 50 patrons, all males, enter and exit this building through the main glass door,” he said in his report. “On occasion, I observed several males open the door slightly while looking outside to surveil the area.”

These patrons moved quickly and sometimes ran to their vehicles, hoping to make their escape unseen, Irvin said.

Armed with this information, the department put together an undercover operation, and on June 2, Irvin infiltrated the business.

“I was acting in an undercover capacity, and I entered Ailian Chen Chinese Foot Massage at about 8:30 p.m.,” Irvin's said. “An Asian female, now identified as Jing Wang, entered the lobby in a jovial manner, smiling and appearing excited.”

He was then taken upstairs to a room where Wang solicited him for sexual acts.

“I then told her I did not have cash, only a debit card,” Irvin said.

“You need cash, cash better,” Wang replied.

She then offered to take his card, explaining that she could use a card reader and give him cash with which he could use to pay.

On July 29, a second undercover operation was set into motion.

An officer, referred to in the report as UC1, entered the parlor at noon when he was greeted by Di Xu.

“Xu agreed to massage UC1 for $60, which he provided to her with official, documented funds,” Irvin's report said.

Xu then offered to perform sexual acts for a tip.

“Over $100,” she said, specifying that it would have to be in cash.

The final sting was on Tuesday, in which Xu propositioned another officer, UC2.

With three successful stings and a search warrant in hand, the Cranberry police planned a search for the following day.

At around 12:30 p.m. Wednesday, Cranberry police cruisers descended on the small, two-story establishment to search for evidence and detain suspects.

Officers emerged from the business carrying a bundle of long-barreled rifles before re-entering to search for further evidence.

“Anything that would be in the furtherance of a business of prostitution is what we're looking for,” said Cranberry police Sgt. Chuck Mascellino.

“That would include electronics for communication, banking records, ownership records, any funds that may be inside as well as anything that would indicate any other illegal activities.”

Police also found a myriad of sexual paraphernalia including provocative clothing and sex toys. Officers also seized $100,015.

Neither of the women claimed to have been forced into these activities, documents said. Police also found that they and other employees had been living at the establishment, listing it as their address.

The business began operating at its location on Dutilh Road in March 2015.
