New Brighton man charged in residential contracting scam
Adams Township police charged a man after he allegedly scammed a resident out of $3,000.
Andrew Joseph Wooley, 41, of New Brighton, was charged with one felony count each of false statement to induce agreement and receiving advance payment for services and failing to perform, and misdemeanor theft by deception.
Police said Wooley, the owner of ASAP Contracting in New Brighton, entered into a contract worth $4,500 with a woman who needed residential contracting services.
Wooley accepted a $2,250 deposit Nov. 1 for the cost of materials and visited the residence twice, police said. He completed some phases of the project, according to the affidavit.
Police said Wooley then told his customer another $1,000 deposit was needed to complete the final phase of the project. The customer paid that additional deposit via Vemno, an electronic payment app.
Police said the customer contacted Wooley via text message from Nov. 1 to Nov. 21 and continuously received excuses about why Wooley had not completed the job before asking him to refund the $2,500 deposit.
Wooley told the investigating officer two phases of the project were completed, according to the affidavit.
Wooley also told police that Lowe’s notified him drywall was delivered to the residence to continue the project, but no one was home to receive it, the affidavit said. He said Lowe’s returned the drywall to the distribution center and canceled the order, but he was unable to provide evidence of the transaction, according to the affidavit.
Police said a search warrant to Lowe’s legal department showed no records pertaining to Wooley or his company.
Wooley’s preliminary hearing has not yet been scheduled.
