Pittsburgh roofer charged with fraud

A Pittsburgh man was charged after accepting a deposit for roofing work and failing to provide services in Slippery Rock, police said.

Conrad W. Howe, 54, was charged with one felony count each of theft and receiving advance payment for services and failing to perform related to the alleged Nov. 15 incident.

Slippery Rock Borough Police said a Slippery Rock woman paid Howe and his company Compass Restoration and Remodel LLC a more than $2,600 deposit for roofing work on the property. The work was to begin in early 2023 and be finished later that year in September. The deposit was paid Feb. 21, 2024.

The woman told police she visited the property the day she paid the deposit and saw no work had been done. The woman said Howe told her the roofer would arrive the second week of June, but still no work had been done when she visited the property again July 5, according to the affidavit.

The woman terminated Howe’s services Sept. 14 and reported it to the Pennsylvania Office of the Attorney General to begin mediation, but Howe stopped responding around Jan. 10, police said. The attorney general’s office closed the mediation April 14 and said Howe had not responded to repeated requests to resolve the complaint.

Howe’s preliminary hearing has not yet been scheduled.
