Seven Fields borough awarded a contract to Shields Asphalt Paving on Monday, Feb. 27, for the creation of 10 permanent speed bumps throughout the borough.

“This is an ongoing commitment by the borough council, to address the concerns of the residents involving traffic,” said borough manager Tom Smith.

According to Smith, the construction of the speed bumps or plateaus is part of a larger project to reduce speeding in the borough.

“Over the last several years, we’ve taken other steps: purchase of radar data devices, painting lines on the roads,” he said. “This is just another one of the tools, or techniques, that is often recommended by PennDOT for traffic calming.”

Smith said that, as part of the planning process, the borough initially considered the use of portable “speed humps,” rather than permanent plateaus.

“But after careful consideration, the council felt that they could only be installed maybe eight, nine months of year,” Smith said.

While some temporary “speed humps” are used in the borough, according to Smith, they have proved inefficient and cost prohibitive for the project.

“It was just determined, ‘Hey, let’s go ahead and let’s put permanent ones to help with any speeding issues or concerns that residents have and make the neighborhoods as safe as possible,’” Smith said.

Bids for the project went out in January, he said, and were opened earlier this month. Shields Asphalt Paving came in with the lowest bid at $100,000.

The project is expected to begin construction in the coming months.

“We’re hoping sooner than later,” he said. “You know, we’re on the doorstep of spring, and we would like to go ahead and get these installed as quickly as possible.”
