Harmony prepares over $730,000 stormwater project

HARMONY — After receiving more than $730,000 last year in Municipal Infrastructure Program grants, borough council is laying the groundwork to improve stormwater infrastructure along Spring Street and Old Little Creek Road.

“As a result of the stormwater grant, we sent easement letters, and, as you can guess, there were a lot of questions and requests for meetings,” Council President Greg Such said. “So, we’ll arrange follow-up on that.”

Such said the easement letters would give the borough rights to access stormwater pipes that need to be replaced on properties along the roads.

“We’re looking to come in the end of April for surveying of the stormwater projects,” engineer Tom Thompson said. “It’d be nice if we had any particulars of interest from meeting with property owners before that.”

The project’s design and planning will span this year, according to Such, with the actual replacement and installation of new pipes beginning in 2024.

“All the construction has to be done by Dec. 31, 2024,” he said.

Harmony was awarded $737,995 for the project as part of the county’s Municipal Infrastructure Program grants in late December 2022. The total cost of the project is $819,950.

Other business

The borough has been awarded a $10,000 county grant to assist in renovations to its municipal park.

“This year’s grant will go toward paying for the materials that will be used to replace the swings and equipment,” Such said.

According to Such, the county will match 75% of the award, with the borough covering the remaining 25%.

Additionally, Such said, they are in the process of replacing the borough’s “welcome” sign after a driver struck it last month.

“It’s completely demolished,” he explained. “A truck hit it.”

According to secretary Amy Brown, the borough has reached out to the driver to assist in replacing it.

“We got a bid to replace it,” Such said, “and we’re working with the guy that hit it to get compensated.”
